Rome (CNN) -- Scotland's Roman Catholic archbishop, Cardinal Keith O'Brien, has resigned amid allegations that he abused four men studying to be priests in the 1980s.

It is the second potential scandal to emerge amid preparations for the resignation of Pope Benedict XVI this week and the conclave to select a successor.

WASHINGTON -- The Senate easily passed its Violence Against Women Act reauthorization bill on Tuesday, officially punting the issue to the House, where Republican leaders still haven't signaled how they plan to proceed.

The bill passed 78 to 22. It already had 62 cosponsors, which ensured its passage, but it picked up additional support from a handful of Republicans who weren't already sponsoring it.

Pope Benedict XVI, 85, will become the first pontiff to resign since the 15th century, the Vatican announced on Monday. He steps down on Feb. 28.

The pope said he was resigning because he does not have the physical strength necessary to do the job.

(CNN) -- The family of the late Joe Paterno released a report Sunday morning that absolved the coaching great of blame in the Jerry Sandusky child sex abuse scandal and said a prior review commissioned by Penn State University was "factually wrong, speculative and fundamentally flawed. "

Former Attorney General Dick Thornburgh put together the new report, the Paterno family said in a written statement.

An amendment to the Violence Against Women Act (VAWA) proposed by Senator Charles E. Grassley (R-IA) has failed yesterday on a 65 to 34 Senate vote.

(Kabul) – The Afghan government should take urgent steps to ensure that rape and sexual abuse of children leads to prosecution of the abusers – not of victims, Human Rights Watch said today. In Afghanistan's western Herat province, in an October 2012 case that only recently came to light, a court convicted a 13-year-old boy on moral crimes charges, and sentenced him to one year in juvenile detention after he was accused of having sex with two adult men in a public park.
