According to census data, about 23.2% (2,919,031 people) exclusively speak a language other than English at home. 8.7% of people (1,045,000 people) are Limited English Proficiency (LEP). About 1.5% (122,411 people) are classified as having a hearing disability According to the CDC, more than 250,000 people identify as being blind or having a severe difficulty seeing even with glasses. 12.1% of the population lives below the poverty level and 12.9% of adults are classified as illiterate.
